Final 2014 Medicare Rates Announced

The Medicare Advantage industry needed two things in the final rate, and it got
both — For the first time CMS will make a proactive adjustment for the doc fix, pushing
up rates by 400-500 basis points. So instead of all-in rates falling 7-8% as proposed in
the preliminary announcement, we estimate rates will drop just 2% instead, after also
factoring in a positive adjustment to prior year cost assumptions. Additionally, the
industry got additional flexibility to shift costs onto seniors, although the big
improvement in rates makes the ability to shift additional cost something of a moot
point.
